The power and effect of incumbency on any seat in Congress has been well documented in history. It disappears when a seat is vacated. It has happened, on average, approximately 3% of the time over the last decade because of death, resignation, withdrawal, or House action. Our local districts have had two in recent years. Absent incumbency, the attributes that govern having an informed choice become platform, policy, views, ambition, and impact of the candidates during their campaign leading to the election in November.
