An estimated 1.6 percent of police contacts with the public involved the use or threat of force according to the Bureau of Justice Statistics Special Report “Contacts between Police and the Public, 2005,” April 2007, NCJ 215243 (www.ojp.usdoj.gov/bjs/abstract/cpp05.htm)
Although relatively few, these instances dramatically shape public perception and community disturbances seem to be on the rise resulting from the police use of excessive or deadly force. Law enforcement is an important societal function and its effectiveness is hampered when tensions exist between the police department and the public it serves.
